    Loved this game, but don't expect it to be like a normal XCOM game. Plays a bit like Republic Commando, or some tactical 3rd person shooter like Mass effect. You know, ordering your troops certain battlefield tasks. Not sure why there was ever any dislikes. Even now in 2021..I'd still recommend the game.

    This was a decent game in my opinion. I think most people don't understand that they were trying something new. They were not trying to be XCOM: Enemy Unknown. It is very similar in play style to the first Mass Effect game. It is basically just a story that tries to add dept to the XCOM lore and show that they have been active for a long time. Not a great game, but not deserving of all the hate.

    This game is what would happen if the X-Files (TV Show) got serious and Mulder got the urge to really kill the aliens. Great game, entertaining, a better story than other X-COMs, and set in the 60s. The gameplay and the AI of the companions is the weak point of this game, still, for me, it's worth it and even more now that it's going to be cheap.

    The Bureau: XCOM Declassified is a budget Mass Effect clone set in the rebooted XCOM universe. It is a prequel taking place in 1962 in which an alien invasion occurs but is somehow covered up enough that there is no mention of it by the time the second invasion occurs during Enemy Unknown. The game was originally announced in 2006 and went through several variations with mixed reception and development hell until the final product was released in 2013. The Bureau is a third person shooter that mixes squad and power elements from the original Mass Effect while using design language to keep it in line with Enemy Unknown. For the most part it works and I never got bored throughout my playthrough. The downside is that both the enemy and ally AI is mediocre at best making some battles a slog due to your squad getting themselves killed by charging for zero reason. The weapon variety is also not very memorable and could have been improved if they had implemented some sort of research or upgrade tree like in Enemy Unknown. The story has its ups and downs as a mixture of the X-Files, 1950s Sci-Fi B-movies, and The Right Stuff. The story starts out strong but then things start to happen as you go from mission to mission but does not adequately explain why or how much time has passed. There is not really any clear narrative until near the end when the war is coming to a close. The characters are not very memorable and the dialogue options are meaningless. There are several sidequests and dialogue trees in this game but they pretty much do nothing and have no narrative consequence. None have any impact on characterization or the ending and you can really just do all the main line missions if you want to and miss absolutely nothing in importance. I actually enjoyed my time playing this game despite its glaring flaws. There really is not anything else like it on the market and if anything it is an enjoyable romp of a retro scifi war of the worlds film from the early cold war era. If you liked XCOM and are not turned off by the vastly different gameplay then this might be worth a shot for you.

    The Bureau: XCOM Declassified isn't bad, it just isn't very good. It's a bit threadbare, feeling like several incomplete ideas that have been rushed out the gate. Realistically, I suspect The Bureau was completed on a small-ish budget after lingering around in development hell for a few years. Something about the game makes it feel like it's ten years or more old, if it wasn't for some of the DirectX 11 effects looking so sparkly it'd be easy to think it was from the early 2000's. Many of the locations are bare and empty places, feeling like they've been built in a rush, and often with several such vacant sets stitched together without any combat or events to distract, assumably to give the impression of covering a lot of ground in a mission. Other areas have clearly had some time and attention spent on them, and the locations and missions waver back-and-forth on this attention / quality scale, leaving the experience feeling quite jarring. You'll wander from a well-realised street, strewn with debris, bodies and signs of previous life... into an area that feels like it's been imported from a PS2 game. The mechanics of the game basically play out like Mass Effect's combat, or Mass Effect 3 more specifically. It's a cover-based shooter where you run around with two squadmates, you have abilities with cooldowns, can issue orders and give movement directions to your squad. Enemies come in multiple varieties, some with shields and some with armour, with a few enemy types creating interesting tactical choices (a unit that supplies shields to all other nearby units, for example, if taken out the shields drop and make the fight easier). Unfortunately, where Mass Effect shines in making you care for your squad, here they are just flat cardboard bodies waiting for you to pull their puppet strings. They also keep respawning in front of you whenever you cross through a 'loading door' (frequent area transitions where the game loads the next section as your character very slowly opens a door and looks left and right before giving you control again), which is a bit distracting. In fact, I felt the game lacked polish in general. I fell through the level geometry and died twice in eight hours of play, once whilst just running down a straight corridor. Audio logs can be found and played, although walking away from them they fade until inaudible (if I have to stand still to listen to them, they may as well be written text!). The controls aren't terrible, but movement feels clunky and stiff, for example; when you run there is absolutely no strafing, not even in a limited fashion, leaving you to clumsily course-correct with your mouse as you charge forward. You also tend to pop in and out of cover randomly at times, especially if strafing in cover, and controlling your squadmates feels awkward (fortunately the game slows down time during this). Much of the story is told over radio as you run between fights, although there are some cutscenes that deal with exposition. The game also uses a dialogue wheel, just like the Mass Effect series, allowing you to choose between being vaguely rude or agreeable, it's a nice enough touch, although it felt a bit redundant with such small scope for actual meaningful choice. Levels are basically linear paths that open into combat arenas, the main missions last 30 to 60 minutes each, with side missions from 15 to 30 minutes roughly (I only did a couple, they felt fairly pointless). The game isn't overly long with six main missions, the story is mildly amusing with some interesting characters (although the main player character really started to grate on me). The plot felt like it tried to raise the stakes too high a number of times implying that Earth has basically been wiped out and already lost by the midway point of the game, then later claiming it's not as bad as implied, which breaks the suspension of disbelief somewhat. Imbetween the missions, the game flirts with the idea of being an XCOM-style strategy game where you pick missions and kit out your squad, but with only six main plot missions and (I believe) seven side-quest 'minor missions', it doesn't feel like there's a lot of variety or choice. The equipment feels limited, with only a handful of weapons to equip and the only other equipment slot being a 'backpack' which acts as a kind of modifier for ammo, health regen, or ability cooldowns. Overall, not a bad game, just not a particularly good one. It feels like it didn't succeed at being the mixture of genres it wanted to be, and it's not particularly good at being any ONE genre either. The plot is so-so, and the clunky and unpolished feel doesn't help. But if you don't mind all this and want a simple squad and cover-based shooter, this might entertain.

From the convincing, immersive 1962 atmosphere to the gorgeously rendered and extremely detailed environments, it is immensely engaging and entertaining from start to finish. The tactical combat system is smooth and satisfying without being too easy, just the right balance of simplicity and complexity for me. I found the characters, especially the protagonist, to be realistic, believable people. Agent Carter is the quintessential tragic antihero with a scarred past, bad habits, and post traumatic stress disorder. A cynical misanthropist, but a man of the highest honor, we can't help but hope he finds redemption in saving the world. The expertly written story draws you in and helps greatly to suspend disbelief in an otherwise unbelievable nightmare. I would like to see this subject matter treated more in gaming, I think it is a richly complex, provocative and potentially horrifying, largely untapped genre. The Bureau is by far the best game to address it so far.

    I seriously wanted to like this game. I've been a huge XCOM fan since forever. This game is just so maddeningly mediocre any true XCOM fan should just forget it exists. Pros: -Shooting aliens with M14s I guess -Retro 60s theme is neat -Mutons are terrifying Cons: -Faux RPG elements are minimally important -Map design is brutally linear -The gameplay isn't interesting and sometimes frustrating when cover doesn't work right in a firefight -Squad routinely abandons perfectly good cover to walk into searing barrages of enfilading plasma fire -Squad is less than useless, never had them kill more than 20% of the enemy even when fully upgraded and constantly spamming their abilities -The story gets pretty ridiculous by the end -Blaster launcher is boring as hell Bottom line is you're playing a squad based tactics game where the squad is useless, the tactics are simplistic and the maps are so small as to prevent critical thinking. Then you slog through to an ending that isn't very good.

    As a long time XCOM fan, I was uncertain about the direction of The Bureau. Here was a series that I loved with strong tactical strategy roots that had influenced the genre for nearly two decades... and it's newest release was going to be a third-person shooter. I assumed that the game was a way to use the XCOM name to cash in on yet another Call of Duty clone. Fast forward a couple of years and I realized that I was wrong. The XCOM 2 announcement got me hyped up on the series once again and I decided that instead of playing through another war in XCOM: Enemy Within (which would've been a blast, even if it were my billionth war) I would try something new and actually give The Bureau a go. It was a good decision. The story in the game is enjoyable, though it gets a little weird and unexpectedly complicated toward the end. Base building doesn't make an appearance in this game, however, there is an XCOM base where you spend your time in between missions and it is quite well done. Different scenes play out as you wander through the base depending on events that you've experienced and choices that you've made. For example, after defeating each new enemy type that you run across you can often see them being studied (in one way ot another) in your laboratory. Combat, the meat and potatoes of this game, is significantly more fun than I had been assuming. You issue commands to your squad mates (who come in Recon, Engineer, Support, and Soldier varieties) which include utilizing the abilities that they possess. These squaddies level up and gain new abilities on a skill tree exclusive to each class that is reminiscent of XCOM: Enemy Unknown. Two agents of the same class could use their abilities in different ways. The feel of the combat itself reminds me of Mass Effect 2. The cover system, the use of alien abilities (some which are very similar to biotics), and even the large variety of weapons to choose from in the game and their varying strengths and weaknesses. However, it can not be overstated that the AI in this game is less than amazing. You'll find yourself micromanaging your agents often as they can't seem to utilize themselves to be anywhere near as efficient as when you hold them by the hand and tell them what to do. On a few occassions, I watched in horror as one of my agents moved away from an enemy grenade, only to realize that the best cover was were that grenade was and return to it to his imminent death. All in all, this is a good game with plenty to offer that I recommend to XCOM fans and shooter/RPG fans alike. As long as you can get past the AI it is a solid game with around a couple of dozen hours of content if you're playing on a difficulty level that challenges you.

    The Bureau: XCOM Declassified was not well received by mainstream reviewers, but I personally enjoyed it a lot. Overall, it feels like a stripped down version of Mass Effect, but the combat stands out above other cover shooters. The game has a lot of flaws, but I encountered no bugs in the core game. The Hangar 6 DLC, however, would freeze briefly every few seconds and rendered the game nearly unplayable. The Bureau's combat puts you in control of William Carter, a rather generic protagonist with a gravelly voice. Conversations in the game are carried out with a radial menu lifted directly from Mass Effect. The dialogue isn't terribly interesting, and some of the characters facial animations appeared to not actually be finished. Their mouths move with odd robotic motions, and their eyes look eerily dead. Carter himself, and some of the other core characters have much better, albeit repetitive animations. The story is forgettable overall, but moves the game on well enough. It doesn't come anywhere close to the likes of Mass Effect though, and the fact that the developers chose to base their game design so heavily on Mass Effect is unfortunate given the weak story. Even still, the combat made the experience worthwhile. Combat in the Bureau is at it's core a cover shooter in the vein of Mass Effect or Gears of War. It also gives you a pair of squadmates and allows you to give direct orders to them. The rookies you start with only have one or two abilities, as well as a command to focus on a specific target, and move to a location. Choosing where to move your squadmates is where the game gets a lot of it's strategic depth. You have to take into account how long they'll be exposed for, how far the nearest ally is if they need a revive, where the enemies are, how much protection the cover offers, and how easily they can use their abilities from their location. Overall it makes for a far more interesting experience than your standard cover shooter. Abilities range from dropping mines, shield domes, artillery strikes, and others. The combat isn't perfect though. Your squadmates seem to move into stupid locations occasionally, either exposing themselves to unnecessary fire, going down somewhere difficult to revive them, or both. It's not quite clear why this happens, but it doesn't happen very often at least. The encounters feel somewhat repetitive, but they ramp up in difficulty at a good rate. The weapons are fairly standard for a cover shooter; human and alien variations of the standard rifle, pistol, sniper and so on. Enemies on the other hand provide a bit more variety, healing their allies, granting them shields, spawning new enemies, or even mind controlling your squadmates. The graphics generally look good, with a variety of scenes ranging from idyllic small towns to metallic alien structures. Some elements though stand out like a sore thumb. An ugly low res skybox in one of the first scenes of the game is jarringly bad to look at in stark contrast to the cutscene that precedes it. Other elements like a destroyed tank with an ugly texture and a low poly model, or the abyss below an alien tower filled with an ugly brown fog that would have been acceptable years ago, but looks disappointing today. The rest of the game, however, especially the weapon reload animations look and sound good. The Bureau's worst offense however, is sure to be a dealbreaker for some fans of the mainstream XCOM games. The only thing The Bureau has in common with XCOM itself is the aliens and the weapon types. Unlocking new weapons is done merely by picking them up off the ground rather than researching them. Dying only puts you back to the latest checkpoint, and while you can lose squadmates permanently if they bleed out in some difficulty settings, I'm fairly sure if you die yourself they'll be back with you at the last checkpoint. By removing research, permadeath, and forcing the player down a linear path, I'm sure some players will deem the game unworthy of the XCOM title. While these issues did grate on me at first, it was the combat that kept me playing and enjoying every minute of it. Even though the story is just average, it isn't particularly time consuming like it is in Mass Effect. While I feel the game could have played more to it's strengths, it was still well worth the time and money while on sale. I wouldn't hesitate to reccomend this game to fans of Mass Effect, though fans of the classic XCOM games or Enemy Unknown will not enjoy it unless they also enjoy a good cover shooter.

I'm nearly 14 hours into this game and I'm really enjoying it. I didn't play any other of XCOM games so because of this game I will also try XCOM : Enemy Unknown. [u]RPG Elements: (4/4)[/u] +You get to customize your agents by how they look (yes, even painting their clothes) and changing their names. +Choosing of 4 different classes to each agent (Recon/Support/Engineer/Commando) +Choosing of 6 different roles to each agent (Defensive/Assault/Survivalist/Smart etc..) +Choosing equipment and abilities. [u]Storyline: (3/4)[/u] +The storyline is clear and understandable but a little obvious and expected. +Character voices are well made that give extra content to the storyline. -Some dialogues are boring but most of them stick to the storyline, you can skip them if you want to. [u]Gameplay: (3/4)[/u] You get to play as 3 agents on the same time. +Give orders and launch them on the enemy style (Pause menu with abilities just like Game of Thrones (2012) and Of Orcs And Men). +Different types of enemies including boss fights. Different maps and different levels of difficulty. (Can be challenging for those hardcore players). +Basic and easy to use cover system. +Side missions which include base investigations and minor operations. -Gameplay is repetitive if you play it for a long period. On your frontline: Skilled soldier who will help you in you fight against the aliens. +And ofcourse pick equipment like Frag/C4 grenades , Assault Rifle , Pistols , SMG's , Lazer guns ... +Move your agents to strategic points on the battlefield and plan wisely against the enemy. Enjoyment: (8/10) Repetetive: (3/10) Replayability (7/10) Frustraiton (4/10) - When you play cat&mouse with the agents to revive each other while fighting a boss with aliens around.
